Encourage enterprises to employ college graduates

1. Preferential policies for SME loans to newly recruited college students

Encourage small and medium-sized enterprises (SMEs) to employ college students. SMEs whose employee make-up is 20 percent college students (or 10 percent for enterprises with more than 100 employees) who have signed contracts for at least one year can apply for a business-guaranteed loan of up to 2 million yuan ($289,200) and enjoy a full financial interest discount.

Small enterprises on applying for loans at employment service bureaus must provide the following materials: a business license, tax registration certificate, annual inspection organization code certificate, employee roster, and newly-recruited labor contracts. After being reviewed by the employment service bureau, the application will be passed onto the municipal employment service department for approval.

2. Preferential insurance policies for newly recruited college students at small, medium, and micro enterprises

Small, medium, and micro enterprises with newly recruited college students with at least one-year contracts and who have paid their social insurance premiums in full and on time can enjoy one year of social insurance subsidies. Eligible enterprises can apply for a social insurance subsidy at the labor security platform in their jurisdiction by presenting a payment voucher before the 15th of the last month of each quarter. The following application materials must be submitted: ID card, graduation certificate, employment certificate, and social insurance premium payment certificate for college graduates with employment difficulties.

After being reviewed by the employment service bureaus, the relevant materials will be reported to the municipal employment service bureau. The loan will be paid out after application materials are reviewed by the municipal employment service bureau, the municipal human resources and social security bureau, and the municipal finance bureau.
