The city of Baotou, in North China's Inner Mongolia autonomous region, has released its "Measures for Accelerating the Introduction and Cultivation of High-end Talents in Key Industries", targeting the introduction of high-end talents in key industries such as new materials, modern energy, modern equipment manufacturing, and the agricultural and livestock food industries.

The Measures develop a complete talent support system in 17 areas.

For those introduced academicians or top talents who master key core technologies, and for innovative business models that can build national-level industrial clusters, and following a review and identification procedure, 100 million yuan ($15.35 million) of comprehensive project funding support and 300 square meters of housing or rental subsidies will be provided.

Those who have worked for five years in Baotou and have made outstanding contributions qualify for free housing.

For introduced high-end entrepreneurial talent teams with independent intellectual property rights or core technology, and for start-up enterprises at a first-class domestic technical level, again following a review and identification process, comprehensive project funding support of 50-80 million yuan will be given.

Baotou will provide 200 square meters of housing or the same area of rental subsidies for team leaders. Those who have worked in Baotou for five years and have made outstanding contributions qualify for free housing.

For talents who have made innovative achievements or cutting-edge projects with independent intellectual property rights and who start businesses in Baotou, the beneficiary area or unit will provide the necessary venues, project funds, preferential policies and service guarantee support.

Baotou encourages and supports the city's new materials, modern energy, modern equipment manufacturing, agricultural and animal food industry and other key industries, projects and market entities in the introduction of doctor's and master's level talents in key industries.

Those who have signed a labor contract for more than five years will be given a one-time talent award of 30,000 yuan for doctors and 15,000 yuan for postgraduates after one year of work, and enjoy a talent apartment rent-free for the first two years and rent halved after two years.

A total of 50,000-200,000 yuan of financial support will be given to individuals or teams who are newly-selected in national and autonomous region talent programs.

Also, Baotou will support enterprises to establish extraterritorial innovation centers and R&D institutions, as well as strengthening the talent innovation and venture capital investment fund, and setting up an "angel fund" to provide financial support for mid- to high-end entrepreneurial talents.
