Baotou has been adhering to the forest chief system for more than a year and land greening in the city has been upgraded, establishing a new model for forest and grass work in the city.

As a national forest city, Baotou's urban green coverage rate has reached 41 percent. Since the full implementation of the forest chief system in 2021, the city has won 1.07 billion yuan ($155.42 million) for various projects from the State and Inner Mongolia autonomous regions, and implemented various protection and restoration tasks over 4.66 million mu (310,667 hectares) of forests, grasslands and wetlands, a record high in recent years.

The city employs a total of 1,922 forest chiefs, and each forest has a person in charge. Responsibility for the protection and development of forest grassland wetland resources has been consolidated, and each forest chief has his own clear area of responsibility.

In the process of fully implementing the forest chief system, the city has also strengthened the construction of forest and grassland fire prevention teams. By the end of 2021, professional and semi-professional forest and grassland fire prevention teams had been established in all banners, counties and districts in the city.

The national-level carbon peak carbon neutral forest and grass carbon sink (Baotou) pilot area has also been built in Baotou. It is responsible for the measurement and monitoring of forest and grass carbon sinks, the development and management of forest and grass carbon sink assets, and the promotion of forest and grass carbon sinks, and the implementation of forest and grass carbon inclusive benefits.
