Baotou city recruits 712,000 people over past decade
Since the 18th National Congress of the Communist Party of China in 2012, the city of Baotou – located in North China's Inner Mongolia autonomous region – has been committed to the recruitment, training and provision of services for new talent.
The total number of people recruited by the city during the decade since the congress has reached 712,000 to date, accounting for 26.2 percent of the population.
In the past 10 years, Baotou has successively issued six workforce recruitment policies. This has involved the hiring of top-flight personnel and the recruitment of young staff members. It has also involved the provision of HR services for the new hires, the recruitment of those with doctorates and master's degrees in key industries, services for key enterprises and support for the development of rare earth industry talent.
A total of 47 corresponding support service measures were introduced and 15,000 residential apartments for recruits were erected. In addition, special benefits were provided for the newbies – such as medical care, vacations, spouse employment, children's education and other guaranteed services.
Targeted at boosting the development of key industries – including the rare earth sector, new energy and modern equipment manufacturing – in the last three years Baotou has ramped up its actions. It has introduced 15,345 top-class and urgently needed new hires for its districts, enterprises and institutions and scientific research institutes.
Baotou also gathered 447 experts at home and abroad – relying on 132 key laboratories, technology centers, as well as research and development centers above the autonomous region level.
Additionally, the city has set up a special fund of 100 million yuan ($14.06 million) and the first talent venture capital fund of 200 million yuan in Inner Mongolia autonomous region, to support the start-up projects of high-level people.
