Baotou is seeking to increase the number of directly-funded projects, and has included 32 central and local counterpart funds in the direct funding mechanism.

The projects focus on tax rebates, rural vitalization, social undertakings, quality of life, and other fields.

By the end of October, the city's direct funds had generated an expenditure of 5.2 billion yuan ($728.07 million), 84 percent of the total provided, which greatly helped to stabilize the economy.

The funds were used for endowment insurance and medical insurance subsidies, public health expenditure, education expenditure and other aspects of people's livelihood. The funds also involved subsidies such as vehicle purchase tax income subsidies, local funds, and product oil tax reform transfer expenditures.

For the development of counties and districts, the city issued financial fund payments such as county-level basic financial resources awards and subsidy funds, as well as county or district financial resources transfer payments.

In addition, the expenditure for villages and towns such as the rural dilapidated house reconstruction subsidy fund payment was also included.
