The investment package targets urban infrastructure upgrades, including drainage system improvements in a town in Damao Banner and flood prevention measures along Tiexi road, alongside significant education expansions featuring new dormitories for 1,044 medical students and an intelligent manufacturing training base. 

Environmental protection forms the third pillar, with resources dedicated to restoring hazardous tailings ponds along the Yellow River ecosystem. Municipal finance authorities have implemented fund supervision protocols to ensure timely project completion and optimal resource utilization, demonstrating Baotou's commitment to transferring fiscal investments into tangible quality-of-life improvements for residents.
