'Trade-In' Initiative boosts consumer spending in Baotou

In 2024, the finance bureau of Baotou has implemented a national policy to stimulate consumption by subsidizing the replacement of old goods, allocating 686 million yuan ($95.3 million) from special long-term bonds.

The program covers six sectors, including automobiles, home appliances, and home furnishings, injecting vitality into the local consumer market. 

In the auto sector, the approach combined scrappage renewal with trade-in upgrades, leading to 3.7 billion yuan in consumption, with 372 million yuan in subsidies issued. For appliances, an energy-efficiency subsidy program (20 percent for tier-1 energy-efficient appliances, 15 percent for tier-2) spurred 91,800 purchases, totaling 72 million yuan. Additionally, 7.5 million yuan was allocated for home modifications for the elderly, benefiting 2,751 households. 

Moving forward, the city will expand the initiative, using fiscal policies to further boost domestic demand and green consumption.
