Baotou's efficiency reforms accelerate completion of major projects

Baotou has achieved remarkable construction speeds through comprehensive administrative reforms, with the industrial park of Wolong Electric Drive Permanent Magnet Motor Co becoming fully operational just nine months after groundbreaking.

The 200-mu (13.33 hectares) facility boasts annual production capacity for 52,000 new energy vehicle motors, 32,000 low-speed high-power motors, and 100 Megawatt-hour energy storage systems. The city's efficiency revolution has implemented groundbreaking measures including concurrent issuance of five critical construction permits, reducing approval timelines by 94.35 percent compared to legal requirements while maintaining a 100 percent clearance rate for all 32 projects processed in 2024.

Government agencies provide targeted services, handling utility connections and paperwork to eliminate bottlenecks. These reforms have realized the concept of "construction right after land acquisition", as seen with Inner Mongolia Runchen New Material Co, whose new production line received all necessary permits simultaneously.

The Baotou administrative approval and data services bureau has further streamlined processes by eliminating 12 types of application materials and cutting approval timelines for 87 items by a total of 2,191 workdays. This institutional efficiency has brought Baotou closer to achieving its GDP target of 500 billion yuan ($68.50 billion) while attracting investment in advanced manufacturing.
