Baotou implements holistic approach to build model civilized city

Baotou has strengthened its position as a National Civilized City through integrated urban development and cultural initiatives. The city has implemented extensive infrastructure upgrades, including the renovation of 54 backstreets, construction of 102 pocket parks and small green spaces, and transformation of 450,200 square meters of aging residential areas. Environmental improvements extend to rural areas, where waste collection services are available in 96 percent of communities. 

Cultural development has been equally prioritized, with the establishment of 1,039 civilization practice centers and recognition of 25 "Good Samaritans of China" and 12 "National Moral Models". These efforts have earned Baotou multiple honors, including recognition as a National Ethnic Unity Demonstration City and Chinese Investment Hotspot City. Most notably, in May 2025, Baotou retained its National Civilized City designation, while Tumed Right Banner earned the same prestigious title on the national level. 

The city's success stems from its balanced approach, which combines rigorous urban planning, governance reforms, comprehensive cultural and ethical development programs, and active community participation mechanisms.

This model demonstrates how Chinese cities can achieve both material and spiritual progress, setting a benchmark for urban development that truly meets the needs of citizens while advancing socialist core values.
