In 2024, the Inner Mongolia autonomous region launched four "breakthrough" initiatives in rare earths, dairy, hydrogen energy, and energy storage. Baotou implemented all 14 of its rare earth projects and constructed 14 demonstration lines, including the first set of "special materials for rare earth modified biodegradable materials".
The city attaches great importance to the supporting role of innovation platforms. Among them, the Rare Earth New Materials Technology Innovation Center has implemented 36 key technology research and achievement transformation projects, including five "breakthrough" projects. It has also begun construction on a 13,000-square-meter test base, established the Lucheng Laboratory with innovative mechanisms.

Baotou has developed a wide range of application products with independent intellectual property rights in the fields of rare earth permanent magnets, hydrogen storage, polishing, additives, and alloys. Its products, including electroacoustic magnetic materials and magnetic components, hold market shares of over 50 percent. Two enterprises, including Chang'an Permanent Magnet, were rated as national high-tech enterprises, and four enterprises, including Ande Xinai, were included in the national record of technology-based small and medium-sized enterprises.
Baotou's science and technology "breakthrough" project is leading the city to create a globally advanced rare earth application base, becoming an important engine for high-quality economic development.
