Baotou has deployed 12 measures as part of the 2025 "Four Initiatives" for doctoral talents at the third Baotou Talent Week.

The most significant of the "Four Initiatives" is increasing the number of introduced talents and expanding Baotou's talent capacity. The city has established a demand list for doctoral talents and a talent introduction target list, making full use of the Baotou Talent Association, the Baotou Alumni Service General Association, and human resources service agencies. It has also implemented a "leading talents + innovative teams + innovative projects" model.

As part of the initiative to cultivate talents and improve their quality, Baotou will rely on the four first-level doctoral degree authorization disciplines at Inner Mongolia University of Science and Technology and partnerships with large enterprises such as China North Industries Group Co. It will also utilize platforms like national key laboratories and academician workstations, intensifying efforts in scientific research and the practical application of research.

In the initiative to increase the efficiency of talent promotion through the synchronous development of technology and industry, Baotou will appoint doctoral talents from prestigious universities as technology-related vice-presidents in enterprises, and appoint doctors from enterprises as industry-related professors in colleges.

Baotou will improve the doctoral recommendation system, promoting more doctoral talents to join the "Talents Revitalize Inner Mongolia" and "Deer City Elite" projects, and build a comprehensive service system, covering employment for talents' spouses, education for their children, and healthcare.
