The zone adopts a "park within a park" model, with a total area of approximately 6.1 square kilometers, covering three major functional areas: a rare earth industry park, a photovoltaic industry park, and an energy storage industry park.

The park is committed to becoming a high-energy strategic platform for the development of new quality productive forces, a benchmark for the green and low-carbon transformation and development of old industrial bases nationwide, and a high-specification, zero-carbon park with distinct characteristics and significant influence. Once completed, its core indicator of unit energy consumption and carbon emissions will be controlled at less than 0.3 tons per ton of standard coal, with guidance indicators of clean energy consumption accounting for over 90 percent and green electricity direct supply accounting for more than 50 percent.

To support the construction of zero-carbon parks, the zone has planned 101 major projects, comprising 15 supporting infrastructure projects and 86 industrial projects.

The city is completing its target tasks to ensure the timely completion of the country's first national zero-carbon park and striving to create a replicable and promotable zero-carbon development model.
