Chairwoman: Wang Lixia

Wang Lixia, born in June 1964, is a female of Mongolian ethnicity from Jianping, Liaoning province. 

Wang joined the Communist Party of China in December 1992 and before that entered the workforce in September 1985. 

She completed in-service postgraduate education and earned a doctorate in economics and is also a professor.

Wang is currently deputy secretary of the CPC Inner Mongolia Autonomous Regional Party Committee, chairwoman of the Inner Mongolia Autonomous Region People's Government, secretary of the leading Party members group of the Inner Mongolia Autonomous Region People's Government and secretary of the CPC Hohhot Municipal Committee.

Wang is responsible for the overall work of the Inner Mongolia Autonomous Region People's Government.

Executive Vice Chairman: Zhang Shaochun

Zhang Shaochun, born in August of 1963, is a male of Han ethnicity from Lujiang, Anhui province. Zhang joined the Communist Party of China (CPC) in July 1986 and entered the workforce in August 1983. He graduated from Huazhong University of Science and Technology with a doctoral degree in management and is a senior economist.

Zhang is currently a member of the Standing Committee and secretary-general of the Inner Mongolia Autonomous Region Party Committee, vice chairman of Inner Mongolia autonomous region and deputy secretary of the Party group of the Inner Mongolia Autonomous Region People’s Government.

Zhang also serves as the director of the Office of the National Security Committee of the Inner Mongolia Autonomous Region Party Committee and secretary of the Work Committee of the Directly Subordinate Organization of the Inner Mongolia Autonomous Region Party Committee.

Vice Chairwoman: Ai Lihua

Ai Lihua, born in September 1964, female, is of Mongolian nationality from Liaoyang, Liaoning province. Ai joined the Communist Party of China in June 1986. She holds a master’s degree in public administration and started working in July 1987.

Ai is responsible for works relating to the service industry, non-public economy, foreign affairs and opening up and other aspects. She is in charge of the autonomous region government institutions including Department of Commerce, Foreign Affairs Office (Overseas Chinese Affairs Office, Hong Kong and Macao Affairs Office), Tourism Development Committee, Financial Affairs Office, Inner Mongolia Bank, and Rural Credit Cooperatives Association of Inner Mongolia autonomous region.

Vice Chairman: Ouyang Xiaohui

Ouyang Xiaohui, born in January 1961, is a male of Han ethnicity from Nanchang, Jiangxi province. Ouyang joined the Communist Party of China (CPC) in May 1997 and entered the workforce in September 1983. He graduated from Inner Mongolia Medical University with a master’s degree in medical science.

Ouyang is currently the vice-chairman of Inner Mongolia autonomous region and director of the Health and Family Planning Commission of Inner Mongolia. He is responsible for work concerning human resources and social security, health and family planning, industrial and commercial quality supervision, and food and drug regulation.

Vice Chairman: Li Bingrong

Li Bingrong, born in August 1964, is a male of Han ethnicity from Shenmu, Shaanxi province. Li joined the workforce in December 1988 and is not a Party member. He completed a postgraduate education and earned a doctorate in agricultural science.

Li is currently the vice-chairman of Inner Mongolia autonomous region and director of the Science and Technology Department of Inner Mongolia. He is responsible for work in agriculture, and the development of rural and pastoral areas, as well as poverty alleviation.

Vice Chairman: Bao Gang

Bao Gang, born in May 1969, is a male of Mongolian ethnicity from Fuxin, Liaoning province. Bao joined the Communist Party of China (CPC) in December 1988 and entered the workforce in July 1991. 

He graduated from Inner Mongolia University with a bachelor’s degree in economic management and completed an in-service postgraduate education at the Party School of the Inner Mongolia Committee of CPC.

Bao is currently the vice-chairman of Inner Mongolia autonomous region, secretary of CPC Alshaa (Alxa) League Party Committee, and a member of the leading Party group.

Vice Chairman: Huang Zhiqiang

Huang Zhiqiang, born in June 1970, is from Changshu in Jiangsu province. He joined the Communist Party of China in January 1992 and entered the workforce in July 1993. 

In 1993, he graduated from Tsinghua University with a major in National Economic Management and subsequently received a master’s degree from the Business Administration Department of the Tsinghua University in July, 2000.

He is a certified public accountant and also a certified financial analyst.

Huang has worked for the Bank of China, China Export and Credit Insurance Corporation and CITIC Group.

Huang is currently vice-chairman of Inner Mongolia autonomous region and a member of the leading Party group.

Vice Chairman: Heng Xiaofan

Heng Xiaofan, born in December of 1967, is a male of Han ethnicity from Houma, Shanxi province. Heng began his career in August 1989 and joined the Communist Party of China (CPC) in January 1987. He obtained a master’s degree in law.

Heng is currently the vice-chairman of Inner Mongolia autonomous region and a member of the Party group of Inner Mongolia Autonomous Region People’s Government.

Heng also serves as the secretary of the Party committee of the Public Security Department of Inner Mongolia Autonomous Region and the director and inspector general of the Public Security Department of Inner Mongolia Autonomous Region.

Heng’s professional focus is on public security, justice and petitions.

Vice Chairman: Ch.bat

Ch.bat, born in September of 1971, is a male of Mongolian ethnicity from Juungar Banner, Inner Mongolia autonomous region. Ch.bat joined the Communist Party of China (CPC) in January 1995 and entered the workforce in September 1991. 

He graduated from the Party School of the Central Committee of CPC with a master’s degree in public management.

He currently serves as vice-chairman of Inner Mongolia autonomous region and a member of the Party group of Inner Mongolia Autonomous Region People’s Government.
