Baotou in North China's Inner Mongolia autonomous region has been promoting its entrepreneurial service environment, with measures including new policies, entrepreneurship venues, funding, training and services, according to Baotou Daily.
Since the beginning of this year, Baotou has taken the lead in the autonomous region by issuing three major talent policy measures, including "Measures for Accelerating the Introduction and Cultivation of High-end Talents in Key Industries".
The measures develop a complete talent support system in 17 areas, targeting the introduction of high-end talents in key industries such as new materials, modern energy, modern equipment manufacturing, and the agricultural and livestock food industries.
For those introduced academicians or top talents who master key core technologies, and for innovative businesses that can build national-level industrial clusters, 100 million yuan ($15.29 million) of comprehensive project funding support and 300 square meters of housing or rental subsidies will be provided following a review and identification procedure.
Those who have worked for five years in Baotou and have made outstanding contributions qualify for free housing.

While actively promoting the construction of entrepreneurial incubation bases, the city has continuously increased the intensity of its entrepreneurial training. Emphasis has been placed on entrepreneurship training for children from poor families, poor laborers, urban and rural junior and high school graduates, students from vocational colleges, and college students.
The city has enriched its training mechanisms and encouraged training institutions to conduct training using an "online + offline" approach.
