Chairwoman: Bu Xiaolin
Bu Xiaolin, born in August 1958, is a Mongolian ethnic woman from Tumd Left Banner, Inner Mongolia autonomous region. She entered the workforce in June 1976 and joined the Communist Party of China (CPC) in June 1985.
In 1984, she graduated from the Law School of Peking University with a major in economic law, and then studied at the Law Department of Jilin University in 1998, receiving a doctorate in law. Later she entered the Party School of the Central Committee of the CPC for further education in 2000.
Through her government work, she has held various positions, including becoming the head of the regional legislative bureau, secretary of the CPC Alxa Banner committee, minister of the United Front Work Department of Inner Mongolia, and vice president of the regional government.
Executive Vice Chairman: Zhang Jianmin
Zhang Jianmin, born in September 1964, male, is of Han nationality from Luanxian, Hebei province. Zhang started to work in July 1985 and joined the Communist Party of China in June 1995. He holds a doctoral degree in economics and is a senior engineer (professorship).
Zhang is responsible for the executive work of the autonomous region's government, the region's overall economy, supervisory oversight, legal system and other aspects.
He takes charge of several government institutions, including the General Office of the People's Government of the autonomous region, Development and Reform Commission (Grain Bureau), the Office of Supervision, the Finance Department, the Local Taxation Bureau, the Statistics Bureau, the Office of Legislative Affairs, the Government Research Office, the Administration Office of Inner Mongolia autonomous region, and the Big Data Development Bureau. Zhang also assists the chairman in taking charge of the Audit Office of Inner Mongolia autonomous region.
Vice Chairman: Liu Xinle
Liu Xinle, born in November 1961, male, is of Mongolian nationality from Tuzuo Banner of Inner Mongolia. Liu is a member of the Jiusan Society. He holds a MBA degree and started working in August 1983. Liu is now a member of the Standing Committee of the Central Committee of Jiusan Society, vice chairman of the Inner Mongolia autonomous region and the president of the Red Cross Society of the autonomous region.
Liu is responsible for ethnic and religious affairs, civil affairs, culture, health care and family planning. He is also in charge of several government institutions, including Ethnic Affairs Commission (Mongolian Language Working Committee), the Religious Affairs Bureau, the Civil Affairs Department, the Cultural Affairs Bureau, the Health and Family Planning Commission, the Bureau of Press, Publication, Radio, Film and Television (Copyright Bureau), the Sports Bureau, and the Food and Drug Administration (Office of Food Safety Commission).
Vice Chairman: Wang Bo
Wang Bo, born in October 1958, male, is of Han nationality from Wengniute Banner of Inner Mongolia. Wang joined the Communist Party of China in April 1986 and started working in September 1977. Graduating from Peking University with a major in business administration, he has an in-service postgraduate education and holds a master degree in business administration.
Wang is responsible for industry and transportation, land and natural resources, housing and urban-rural construction, and safe production. He is also in charge of institutions of Inner Mongolia autonomous region, including the Economy and Information Technology Committee (Office of Science, Technology and Industry for National Defense), Land and Natural Resources Department, Housing and Urban-Rural Construction Department, Department of Transportation, Administration of Work Safety, and district-owned industrial enterprises.
Vice Chairman: Ma Ming
Ma Ming, born in October 1957, male, is of Han nationality from Liaozhong, Liaoning province. Ma joined the Communist Party of China in June 1984 and started working in July 1975. Ma holds a master’s degree in economics from Jilin University.
He is responsible for the works relating to social stability and petition and other aspects. He is in charge of the autonomous region institutions including Public Security Department, Office of the National Security, the Department of Justice, the Office of Civil Air Defense, and Petition Bureau.
Vice Chairman: Bai Xiangqun
Bai Xiangqun, born in September 1962, male, is of Mongolian nationality from Beipiao, Liaoning province. Bai joined the Communist Party of China in January 1984 and entered the workforce in July 1984. He holds a doctoral degree in economics from Renmin University of China.
Bai is responsible for works relating to education and technology, agriculture and animal husbandry, and rural pastoral areas and other aspects. Bai is also in charge of the institutions including Education Department, the Office of Science and Technology (Intellectual Property Office), Water Resources Department, Agriculture and Animal Husbandry Office, Forestry Department, Poverty Alleviation and Development Office (Old Revolutionary Base Area Construction Office), Supply and Marketing Cooperative Association, Daxinganling Key State-owned Forest Administration of Inner Mongolia.
Vice Chairman: Chang Junzheng
Chang Junzheng, born in December 1957, male, is of Han nationality from Tuzuo Banner of Inner Mongolia. Chang entered the workforce in February 1980 and joined the Communist Party of China in September 1989. He holds a master’s degree in economics in the Party School of Central Committee of CPC.
Chang is responsible for works relating to human resources and social security, state-owned assets management, environmental protection, industrial and commercial quality supervision and other aspects. He is in charge of the autonomous region institutions including Human Resources and Social Security Office, Environmental Protection Department, State-owned Assets Supervision and Administration Commission, Administration for Industry and Commerce, Quality and Technical Supervision Bureau, and Inner Mongolia Literature and History Research Museum.
Vice Chairwoman: Ai Lihua
Ai Lihua, born in September 1964, female, is of Mongolian nationality from Liaoyang, Liaoning province. Ai joined the Communist Party of China in June 1986. She holds a master’s degree in public administration and started working in July 1987.
Ai is responsible for works relating to the service industry, non-public economy, foreign affairs and opening up and other aspects. She is in charge of the autonomous region government institutions including Department of Commerce, Foreign Affairs Office (Overseas Chinese Affairs Office, Hong Kong and Macao Affairs Office), Tourism Development Committee, Financial Affairs Office, Inner Mongolia Bank, and Rural Credit Cooperatives Association of Inner Mongolia autonomous region.
Vice Chairman: Zhang Hua
Zhang Hua, born in January 1960, male, is of Han nationality from Qingshuihe, Inner Mongolia. Zhang joined the Communist Party of China in January 1992. He started working in September 1981.
He is currently vice chairman of Inner Mongolia autonomous region, director of the Finance Department of the autonomous region and secretary of the leading party members’ group.
