 Chairwoman: Bu Xiaolin 

Bu Xiaolin, born in August 1958, is a Mongolian ethnic woman from Tumd Left Banner, Inner Mongolia autonomous region. She entered the workforce in June 1976 and joined the Communist Party of China (CPC) in June 1985.

In 1984, she graduated from the Law School of Peking University with a major in economic law, and then studied at the Law Department of Jilin University in 1998, receiving a doctorate in law. Later she entered the Party School of the Central Committee of the CPC for further education in 2000.

Through her government work, she has held various positions, including becoming the head of the regional legislative bureau, secretary of the CPC Alxa Banner committee, minister of the United Front Work Department of Inner Mongolia, and vice president of the regional government.

Executive Vice Chairman: Ma Xuejun

Ma Xuejun, born in October 1962, is a male of Dongxiang ethnicity from Linxia, Gansu province. Ma started to work in August 1984 and joined the Communist Party of China (CPC) in November 1986. 

He earned a bachelor degree in Chinese language and literature at Northwest Minzu University and completed an in-service postgraduate education at the Party School of the Central Committee of CPC.

Ma is currently the executive vice-chairman of Inner Mongolia autonomous region, a member of the Standing Committee of CPC Inner Mongolia Party Committee, and the deputy secretary of the leading Party group.

Vice Chairwoman: Ai Lihua

Ai Lihua, born in September 1964, female, is of Mongolian nationality from Liaoyang, Liaoning province. Ai joined the Communist Party of China in June 1986. She holds a master’s degree in public administration and started working in July 1987.

Ai is responsible for works relating to the service industry, non-public economy, foreign affairs and opening up and other aspects. She is in charge of the autonomous region government institutions including Department of Commerce, Foreign Affairs Office (Overseas Chinese Affairs Office, Hong Kong and Macao Affairs Office), Tourism Development Committee, Financial Affairs Office, Inner Mongolia Bank, and Rural Credit Cooperatives Association of Inner Mongolia autonomous region.

Vice Chairman: Zhang Shaochun

Zhang Shaochun, born in August 1963, is a male of Han ethnicity from Lujiang, Anhui province. Zhang joined the Communist Party of China (CPC) in July 1986 and entered the workforce in August 1983. He graduated from Anhui University with a major in Chinese Language and Literature, and completed an in-service postgraduate education as well as earned a doctorate in management science from Huazhong University of Science and Technology.

He is currently the vice-chairman of Inner Mongolia autonomous region and a member of the leading Party group.

Vice Chairman: Yang Weidong

Yang Weidong, born in January 1964, is a male of Han ethnicity from Si county, Anhui province. Yang joined the Communist Party of China (CPC) in April 1987 and entered the workforce in August 1985. He graduated from the Department of Mechanical Engineering of East China Textile Engineering College (presently Donghua University) with a major in textile machinery design. He completed an in-service postgraduate education with a major of economics in Party School of the Central Committee of CPC.

He is currently the vice-chairman of Inner Mongolia autonomous region and a member of the leading Party group.

Vice Chairman: Duan Zhiqiang

Duan Zhiqiang, born in July 1962, is a male of Mongolian ethnicity from Jalaid Banner, Inner Mongolia autonomous region. Duan joined the Communist Party of China (CPC) in July 1987 and entered the workforce in August 1984. He earned a Bachelor of Science degree and completed an in-service postgraduate education, majoring in the theory of law at the Party School of the Central Committee of CPC.

Duan is currently the vice-chairman of Inner Mongolia autonomous region and the secretary of Chifeng Party committee. He is responsible for work in the areas of industrial transportation, safe production, energy and big data.

Vice Chairman: Ouyang Xiaohui

Ouyang Xiaohui, born in January 1961, is a male of Han ethnicity from Nanchang, Jiangxi province. Ouyang joined the Communist Party of China (CPC) in May 1997 and entered the workforce in September 1983. He graduated from Inner Mongolia Medical University with a master’s degree in medical science.

Ouyang is currently the vice-chairman of Inner Mongolia autonomous region and director of the Health and Family Planning Commission of Inner Mongolia. He is responsible for work concerning human resources and social security, health and family planning, industrial and commercial quality supervision, and food and drug regulation.

Vice Chairman: Li Bingrong

Li Bingrong, born in August 1964, is a male of Han ethnicity from Shenmu, Shaanxi province. Li joined the workforce in December 1988 and is not a Party member. He completed a postgraduate education and earned a doctorate in agricultural science.

Li is currently the vice-chairman of Inner Mongolia autonomous region and director of the Science and Technology Department of Inner Mongolia. He is responsible for work in agriculture, and the development of rural and pastoral areas, as well as poverty alleviation.

Vice Chairman: Bao Gang

Bao Gang, born in May 1969, is a male of Mongolian ethnicity from Fuxin, Liaoning province. Bao joined the Communist Party of China (CPC) in December 1988 and entered the workforce in July 1991. 

He graduated from Inner Mongolia University with a bachelor’s degree in economic management and completed an in-service postgraduate education at the Party School of the Inner Mongolia Committee of CPC.

Bao is currently the vice-chairman of Inner Mongolia autonomous region, secretary of CPC Alshaa (Alxa) League Party Committee, and a member of the leading Party group.
