Inner Mongolia's improved social security system benefits residents

Since the 18th Communist Party of China's National Congress in 2012, North China's Inner Mongolia autonomous region has advanced the improvement of its social security system, resulting in the growth of its residents' sense of gain, happiness and security.

Elderly care

Inner Mongolia has basically realized the full coverage of its pension insurance, with 15.71 million people participating in the system.

Each year, more than 55 percent of welfare lottery public welfare funds are used to support the development of elderly care services.

In 2021, pensions for retirees have increased by 56 yuan ($8.40) per person per month, which is the 17th consecutive year that the pensions for corporate retirees have increased.

To date, Inner Mongolia has built 308 public nursing homes, 443 private ones, and 922 community day care centers for the elderly.

It also has nine elderly apartments in rural areas, 53 elderly care service institutes at the sub-district level, 125 community elderly care service stations, and 922 community day care centers.

Social assistance

Inner Mongolia currently has 304,000 urban subsistence allowance recipients and 1.32 million rural subsistence allowance recipients. Most people in need are included in the region's assistance system.

Meanwhile, 314,400 residents with disabilities and 289,500 residents with severe disabilities in Inner Mongolia can now receive a monthly living allowance of 100 yuan. The subsidies are among the highest in the country.

In 2021, Inner Mongolia's standard urban and rural subsistence allowances have risen 5.4 percent and 6.7 percent, respectively.

The average urban subsistence allowance in the region has reached a monthly average of 772 yuan per capita, ranking seventh in the country. And the annual average in rural areas is 6,731 yuan per person, ranking ninth in the country.

This is the 15th consecutive year that Inner Mongolia’s subsistence allowances have increased.

Meanwhile, since 2021, a temporary relief fund of 96.81 million yuan has helped 73,800 people in distress in the region to meet their immediate needs.

Medical care

There are 21.84 million people in Inner Mongolia with basic medical insurance, or more than 95 percent of its residents.

The major illness insurance system for urban and rural residents has been fully implemented. Deductions for major illness insurance for poverty-stricken residents in rural and pastoral areas have been reduced by 50 percent, and the payment ratio has been increased by 5 percent.

A total of 51 medicines that are clinically necessary for the treatment of serious and rare diseases with proven effectiveness are included in the outpatient special medication list. 

Insured patients can use these medications in outpatient clinics and receive medical insurance reimbursements, effectively reducing the burden of medication for patients with major diseases.

Additionally, Inner Mongolia has implemented a national policy of centralized bidding and procurement for medicines and medical consumables, with the prices of 112 medicines falling by an average of 72.7 percent.
