Inner Mongolia unveils plan to boost advanced manufacturing development

In a significant move to bolster its industrial prowess, North China's Inner Mongolia autonomous region has recently issued the Inner Mongolia Autonomous Region Advanced Manufacturing Cluster Development Action Plan.

This comprehensive strategy aims to establish 13 advanced manufacturing clusters, focusing on key areas such as dairy products in Hohhot city, rare earth new materials and applications in Baotou city, and the modern coal chemical industry in Ordos city.

Inner Mongolia will strive to meet advanced manufacturing goals in cluster scale, innovation capacity, advanced manufacturing capabilities and industrial development systems.

By 2027, the plan aims to have elevated the Hohhot dairy products cluster to a world-class advanced manufacturing cluster. Rare earth new materials and applications in Baotou, the modern coal chemical industry in Ordos, and silicon crystal new materials and photovoltaic manufacturing in the Hohhot-Baotou-Ordos region are all targeted to achieve national-level status.

Nine clusters, including fine chemicals, bio-pharmaceuticals, and wool textile processing, are set to reach regional-level advanced manufacturing cluster status.

The plan outlines several key tasks to ensure the successful implementation of these goals, including enhancing collaborative innovation, accelerating industrial upgrades, strengthening enterprise cultivation, improving support capabilities, and bolstering service guarantees.

The major focus is building high-level collaborative innovation platforms and strengthening the infrastructure for cluster innovation. Priority will be given to establishing national and regional manufacturing innovation centers in clusters such as dairy products, rare earth new materials and applications, silicon crystal new materials, and the modern coal chemical industry.

The plan also emphasizes advancing the high-end, intelligent, and green development of clusters. It aims to promote the development of basic components, key basic materials, advanced basic processes, and industrial technology foundations, improving product performance and quality within the clusters.

Efforts to attract investment will be intensified, with a focus on extending, supplementing, and strengthening the industrial chains within the clusters, therefore expanding their scales and elevating their levels and status within the industry.

The plan underscores the need for policy support to advance manufacturing clusters. This includes coordinating the use of existing special funds to provide certain rewards and subsidies to national and regional advanced manufacturing clusters. It also involves implementing the policy list to promote high-quality industrial development in the region and encourage financial institutions to innovate credit products to meet the financing needs of cluster enterprises.
