Inner Mongolia unveils ambitious industrial blueprint for 2025

The third session of the 14th Inner Mongolia Autonomous Regional People's Congress is in progress, revealing the region's industrial roadmap for 2025. The plan presents an ambitious vision to lead the nation in key industries while fostering emerging sectors and modernizing traditional strengths.

Strengthening leading industries

Dairy industry

Inner Mongolia will continue to support global expansion for dairy giants Yili and Mengniu, aiming to surpass a production value of 250 billion yuan ($34.11 billion) across the dairy value chain.

Rare earths

The region aims to establish itself as a hub for rare earths with two major bases, expanding the "rare earth +" development model and creating a robust certification system. The goal is to achieve an industry-wide output value exceeding 130 billion yuan.

Modern coal chemical industry

Efforts will focus on advancing coal-based materials such as advanced carbon, degradable products, and synthetic materials. Integration with green electricity and hydrogen will drive growth, with the industry chain expected to stabilize above 100 billion yuan. Transforming Ordos' national modern coal chemical industrial demonstration zone into a high-level zone is also a priority.

Big data and cloud computing

Aiming to remain at the domestic forefront, Inner Mongolia will develop national computing power pilot projects and expand its full industrial chain. The region's computing power scale target is 200,000 P, aiming to maintain its national lead in intelligent computing. Over 80 percent of the electricity for new data centers will be sourced from green energy.

Expanding characteristics industries

New energy

Efforts will focus on building outbound transmission infrastructure while promoting domestic green energy applications. Key priorities include storage technologies, green electricity substitution, and the production of green hydrogen, ammonia, and methanol.

Green agricultural product processing

Inner Mongolia aims to enhance the quality of billion-yuan industries such as lamb and corn while propelling beef, grass, and other sectors to cross the billion-yuan threshold. Characteristics sectors such as potatoes and cashmere are also set for rapid growth.

Modernizing agriculture and livestock

Agriculture

Inner Mongolia will construct 8.5 million mu (566,666 hectares) of high-standard farmland, expand black soil protection practices to 25 million mu, and build 9 million mu of grain fields with enhanced yields.

Livestock

A shift from quantity-focused to quality-driven animal husbandry will be conducted. Five million square meters of modern barns will be constructed, and the percentage of livestock raised in facilities will increase to 75 percent.

Deep processing of agricultural and livestock products

The region aims to achieve a processing conversion rate of over 75 percent for major agricultural and livestock products, signaling a move toward higher-value production. Efforts will focus on expanding the reach and recognition of the “Meng” certification label, ensuring quality and authenticity in local products.

Building culture and tourism into pillar industries

Culture

Signature cultural events like the "Northern Frontier Cultural Tour" will be expanded, while public and private cultural organizations will undergo reforms to boost creativity and efficiency.

Tourism

Tourism branding will enhance seasonal travel experiences like the "Modern Grassland Discovery Tour" and the "Golden Desert Crossing Adventure". Key projects include establishing world-class tourism sites like Badain Jaran and historical landmarks such as Baotou.

Ice and snow economy

The region will integrate ice sports, culture, equipment, and tourism into the winter economy, attracting visitors with unique events and competitions.
