Inner Mongolia submits motion on comprehensive utilization of solid waste

At the Inner Mongolia plenary meeting during the third session of the 14th National People's Congress, the Inner Mongolia delegation decided to submit a collective motion titled "Promoting Comprehensive Utilization of Bulk Solid Waste and Accelerating the Development of a High-Alumina Fly Ash Circular Economy Industry."

Inner Mongolia possesses significant advantages in this field, including strong policy support, technological breakthroughs, and mature conditions for industrial application.

The State Council's recent policy document on promoting Inner Mongolia's high-quality development calls for the establishment of a comprehensive utilization base in Ordos for extracting alumina from fly ash.

Additionally, the Regulations on Building a Nationally Significant Energy and Strategic Resource Base in Inner Mongolia encourage the extraction of alumina and aluminum-silicon alloys from high-alumina fly ash, as well as the construction of a national fly ash utilization base.

Over the past two decades, Inner Mongolia has made significant progress in developing viable technological pathways for the high-value utilization of fly ash, and the conditions for the powder’s industrial application are now well established.

The alumina content in fly ash from the Juungar coalfield in Ordos is far higher than the national average, with potential alumina reserves more than four times the total identified bauxite resources in China.

To further enhance environmental protection along the Yellow River basin and promote the sustainable development of the high-alumina fly ash industry, the Inner Mongolia delegation has put forward a number of specific recommendations.

These include establishing a model circular economy system for waste utilization, introducing differentiated industrial policies, revising the industrial structure adjustment guidance catalog, strengthening the protection and utilization of resources, and advancing technological research and commercialization.
